iHolding Advances Four Major Initiatives to Bring Investment, Visitors and International Racing to Kazakhstan

Alain Khoueiry outlines the next phase for Kaz Riviera, Cargo City, Talgar Echo City and W1 following discussions with Almaty Region Akim Chingis Arinov.

ALMATY, KAZAKHSTAN — October 23, 2026 — Kazakhstan’s waterfront tourism, logistics infrastructure and urban development potential are at the centre of an investment programme being advanced by Alain Khoueiry, Founder and Chairman of iHolding Group, alongside preparations for the country to host the inaugural W1 World Championship in August 2027.

The programme was discussed during an October 22 meeting between Khoueiry, the iHolding team and Chingis Arinov, Akim of Almaty Region. The talks focused on progressing four initiatives: Kaz Riviera, Cargo City, Talgar Echo City and W1 water racing.

According to iHolding, the meeting secured the Akim’s support for advancing the projects, including approval of the proposed 800-hectare land area for Kaz Riviera and 4,500-hectare area for Cargo City. The group is now prioritising the planning, technical work and administrative steps needed to move towards implementation.

Connecting Tourism with International Sport

Kaz Riviera is envisioned as an 800-hectare waterfront destination in Konaev, bringing together hospitality, residential development, recreation and entertainment on the shores of Kapchagay Lake.

The project aims to create a destination that attracts visitors while supporting local employment, services and business activity. International sporting events form part of the wider ambition to build recognition for the waterfront and encourage repeat visits.

That vision connects with W1, the developing water racing championship registered in the United States and led by President Alain Khoueiry. Kazakhstan has signed to become its inaugural World Championship host destination, with the opening event scheduled for August 2027 in the Almaty region.

W1 aims to become one of the world’s premier water racing championships, combining professional competition with hospitality, entertainment and fan participation. Its racing craft will be manufactured by FERRELLI, the boat manufacturer owned by Alain Khoueiry together with Vivasor.

The inaugural event is intended to introduce international competitors, sponsors and visitors to Kazakhstan while creating opportunities for the region’s tourism and event businesses.

Building Infrastructure for Trade and Urban Growth

Alongside its waterfront ambitions, iHolding is advancing the proposed 4,500-hectare Cargo City as a platform for cargo operations, logistics, warehousing and supporting commercial services.

The project seeks to contribute to Kazakhstan’s role in international trade by attracting operators and investment partners and creating opportunities for businesses serving regional markets.

Talgar Echo City adds a long-term urban development component to the programme. Its next phase will focus on refining the development concept, identifying infrastructure requirements and establishing a practical investment and delivery framework.

Each initiative has a distinct purpose, with a common objective of creating sustained economic activity through investment, infrastructure and international partnerships.

Regional Support and a Priority on Delivery

iHolding welcomed the cooperation of Akim Chingis Arinov and the regional administration, describing that support as an important foundation for the work ahead.

Khoueiry’s priority is to maintain momentum and begin implementation as soon as practicable, with the benefits to Kazakhstan guiding the programme alongside its commercial objectives.

The next stage will involve coordinating project schedules, advancing technical studies and engaging prospective investors, operators and delivery partners.

Through Kaz Riviera, Cargo City, Talgar Echo City and W1, iHolding aims to build a lasting presence across sectors that can strengthen the Almaty region’s appeal as a place to visit, invest, trade and live.
